    to which i say, so what? the top 10 teams in most assessed penalties in week 1 posted a 7-3 record, while the top 10 teams in fewest assessed penalties posted a 3-7 record… moreover, teams that were penalized more than their opponent in week 1 booked a 9-4 record, the flipside of course are teams that were penalized less than their opponent in week 1 booked a 4-9 record.

    look at the chiefs, 19 total penalties (assessed and non-assessed i.e. declined / offsetting), a whopping 12 more than their opponent, the patriots, yet they curb-stomped the patriots in week 1… look at the browns, a whopping 9 fewer total penalties than the steelers but they lost… my guess is the chiefs were much more efficient with the lion’s share of their plays, the 188 non-penalty plays than the pats were with their 197 non-penalty plays, same goes for the steelers.

    total penalties – assessed, declined, and offsetting. also shown at the far right are presnap penalties, which are included in the total.

    assessed (or accepted) penalties – this is what you see when you look at penalty stats, it’s the tally the nfl official scorers use, they ignore penalties that don’t result in yardage lost/gained, i.e. declined and offsetting penalties:
