The all-star voting panel included seven general managers, five head coaches, 11 coordinators, 15 executives, seven quarterbacks coaches and five others working in front offices or in other coaching capacities. They placed 34 veteran quarterbacks into one of five tiers, from best (Tier 1) to worst (Tier 5). Quarterbacks were placed in the tiers in which they received the most votes, ordered by average vote. Unanimous Tier 1 choices averaged 1.00, while the lowest-rated player averaged 4.34.
TIER 1
A Tier 1 quarterback can carry his team each week. The team wins because of him. He expertly handles pure passing situations. He has no real holes in his game.[Their choices: Rodgers, Mahomes, Brady, Wilson, Watson]
TIER 2
A Tier 2 quarterback can carry his team sometimes but not as consistently. He can handle pure passing situations in doses and/or possesses other dimensions that are special enough to elevate him above Tier 3. He has a hole or two in his game.[Their choices: Allen & Jackson before Stafford]

Tier 1 votes: 4 | Tier 2 votes: 38 | Tier 3 votes: 8 | 2020 Tier: 2Stafford rose two spots from last year after Drew Brees retired and Ben Roethlisberger fell into Tier 3. The vote distribution for the Lions-turned-Rams starter was virtually unchanged. Quite a few think he can ascend under coach Sean McVay, but durability concerns persist.
“McVay’s system will play to his strengths,” an NFC North coach said. “Stafford played some of his better football when they did more under-center stuff at Detroit. Before that, they were so much gun, dropback pass game and you saw the gunslinger in him, where he had his up-and-down games.”
The Lions during Stafford’s starting tenure ranked among the NFL’s top half in combined defensive and special-teams EPA three times. The team won nine, 10 and 11 games in those seasons, but only 5.7 on average in the other seasons in which Stafford started at least 10 games. The Rams in 2018 reached the Super Bowl despite ranking 19th in that combined category. They were third last season on the strength of a top-ranked defense, which offset a 31st-ranked special teams.
“Stafford is significantly better than Goff, and he changes the ceiling of that team from an offensive standpoint,” a defensive coach said, “but they were also No. 1 defensively last year and lost their coordinator. One of Stafford’s issues has been trusting his arm too much. The system just by play-calling will limit some of those opportunities. It is blended into the play-action and the boots and the set-up shots where Matt can still uncork stuff.”
The Lions were 0-3 in postseason play with Stafford. The Rams won a playoff game with Goff just last season. A former GM compared dumping Goff to a team firing its coach after an 8-8 season. Any team making such a move had better win more than eight games the next year.
“I’m going to say he’s a 3,” an evaluator from an NFC West rival said. “Durability is the issue, and then he has those one-off, what-the-hell-was-that type decision making. But that level of talent with McVay, trust me, I wish it wasn’t in our division.”

Goff is a different kind of personality both on and off the field from Stafford, and many on the roster are used to No. 9 being in command. So far Goff has handled the transition gracefully, but his style and presence will be tested in the adverse moments that inevitably pop up in practices.

The NFL tonight sent clubs updated training camp and preseason COVID protocols, including discipline for any player — regardless of vaccination status — who refuses to wear a tracking device ($14,650) or refuses to submit to required virus testing ($50,000), per source.Protocols remain stiffest for unvaccinated players, who must wear masks at all times: 1) while lifting in the weight room; 2) at walkthroughs; and 3) at practice, including warmups/stretch, “except when doing so would interfere with their ability to engage in athletic activity”.
Tonight’s memo also clarified restrictions for unvaccinated players outside the facility — including bans on night clubs, bars, sporting events, concerts, etc.. All subject to a $14,650 fine for a first offense.
Other protocol tweaks:
Unvaccinated inactive players on sideline must wear masks
Cardiac screening now only required in specific cases where a player had moderate to severe symptoms
Entry testing cadence shortened from 5 days to 2 for unvaccinated players and Tier 1/2 staff
All protocols are jointly agreed to between the NFL and NFLPA.

What the Rams plan to do at running back has yet to be determined.
What they don’t plan to do is more clear.
In his first face-to-face meeting with reporters Monday, coach Sean McVay dampened speculation of a reunion with free agent running back Todd Gurley, once the centerpiece of the Rams’ offense.
“I don’t think that’s something we’re exploring right now, just the veteran route,” said McVay, in search of answers at the position in the wake of the season-ending torn Achilles tendon Cam Akers sustained while working out last week. The Rams open training camp Wednesday at UC Irvine.
“Todd has obviously been a huge part of a lot of good things for the Rams. I know for me personally, I’m very grateful for all the good things that Todd did and what it meant for our team’s success and the leader that he was.”
After the Rams released him, Gurley signed with the Atlanta Falcons before last season and wound up running for 678 yards and nine touchdowns. Recently, Hall of Fame running back Eric Dickerson told TMZ Sports that re-signing Gurley would be a “no-brainer” for the Rams.
McVay didn’t permanently close the door on the possibility — “To say that you would never do it, you don’t want to pigeonhole yourself into that…” — but said he’s focused on the running backs currently on the roster, in particular Darrell Henderson.
“He’s the most established guy in that room,” McVay said of the third-year back who ran for 624 yards and five touchdowns last season. “You can see when he gets the ball in his hand and puts his foot in the ground, there’s a burst and he’s sturdy too.
“I think he is a complete back, very similar to how you’ve heard me talk about Cam. Our biggest challenge is not figuring out if he’s capable of doing it, it’s finding that sweet spot of, all right, how do we maximize Darrell Henderson while also getting some of these other guys involved?”
All that will be worked out during practice, and in games that count. McVay is sticking to his philosophy of resting starters in preseason games.
“I can promise you,” the coach said, “you’re not seeing Darrell Henderson in the preseason.”
A major part of establishing a running game is getting the right combination of blockers up front. Of primary concern is who is snapping the ball to new quarterback Matthew Stafford. Center Austin Blythe signed a free-agent deal with Kansas City, leaving a void at the position.
Still on the roster is Brian Allen, who started nine games in 2019 but has been sidelined for much of the last two seasons because of a knee injury.
The plan is to slide Austin Corbett from right guard to center.
“I feel really good about Austin’s ability to do that,” McVay said. “We know he has played really high-level ball at the guard position. Brian Allen has played good ball for us too. I think we’re really in the midst of figuring out what is the best collaboration and collection of those five guys looks like.”
He added: “When we line up the first-team period, Austin will take that first rep.”

“I feel really good about Austin’s ability to do that,” McVay said. “We know he’s played really high-level ball at the right guard position. And Brian Allen is a guy that’s played good football for us, too. I think we’re really in the midst of figuring out what is that best collaboration and collection of those five guys up front look like. I was really pleased with what Brian Allen did throughout the course of the spring. I was really pleased with what Austin Corbett did. so we’re going to figure that out, and I think Coleman Shelton is another guy at the center spot that, man, we’ve always really liked what he’s done. He’s got a good poise about himself, but getting more opportunities to physically illustrate what he can do on the field is something that I’m excited about. But when we line up the first team period, Austin will take that first rep, but he could start at right guard, he could start at center, Brian Allen is definitely going to get an opportunity to compete and I think he’s earned that, so we’ll see what it looks like.”
