I think of it more as a a corrective partial reassembly. You know, a CPR.
Actually IMO they inherited too many young players to rebuild.
Many of the cuts (Reynolds, Kendricks, Hayes, Barnes) are actually pre-2012 guys.

In 2012, the roster had (by my quick count) 22 holdover players from the previous years.
This year, how many holdover players acquired prior to 2017 will they have on the roster after pre-season cut downs?
Hard to say. My bet is, it will be more than 22. And on average they’re very young, too.
One of the biggest changes will be OL. And that won’t even be just the additions, because the way it looks now, 3 starters are returning. But it will be a different animal. Kromer just wants completely different kinds of linemen and he approaches the OL differently than his predecessors. (Kromer is more power blocking than zone blocking and emphasizes strong guard play, which then is supposed to make things easier on the tackles. And he likes size. If Groy comes aboard this will be a big line.)
