You asked a good question some time ago as to how can the proposed stadiums avoid an environmental impact study. Here is an article explaining how that can be done. Essentially its a bait and switch procedure. An electorate decision on building a stadium does not need such a study. However, case law holds that once enough signatures are obtained to put the matter on a ballot the city counsel can then make the decision themselves and avoid the environmental impact study.
